Description

Same issue as the recent #10103. Could you raise a request with the official team supporting that again?

When running the packer to create a Windows 2019 image the URL in https://github.com/actions/runner-images/blob/main/images/windows/scripts/build/Install-BizTalkBuildComponent.ps1 is set to https://aka.ms/BuildComponentSetup.EN which resolves to https://biztalkvault.blob.core.windows.net/devops-test/BuildComponentSetup.EN.zip

This URL returns 403
