newly availiable technologies not greyed out during ongoing construction

New technologies aren't grayed out if another construction was started during the deployment of the enabling structure.

How to reproduce:

• deploy MCV
• order construction of power plant
• while the first power plant gets deployed, order another power plant

-> once the first one is deployed, the new technologies are available and not grayed out, so they can be ordered although the second power plant is still in construction. Ordering a new construction cancels the old construction without refunding.

Same behavior with refinery and weapons factory.
