[i18n] Unlocalized 'not authorized' message when user has not rights to publish files

Expected Behaviour

'not authorized' and 'Error migrating legacy config: error loading sidekick config: Unexpected end of JSON input' strings are localized when user activated 'config' file

Actual Behaviour

Strings are unlocalized. Not found in GLaaS

Reproduce Scenario (including but not limited to)

Steps to Reproduce

1. Install extension
2. Add project to extension
3. Create '.helix' folder in project
4. In '.helix' folder create 'config' spreadsheet with 'key' and 'value' columns
5. Type 'admin.role.publish' in 'key' column, type different email in 'value' column
6. Activate 'config' file
7. Activate 'config' file again

Steps for 'Error migration legacy config' error were not found.
