Corner resize handle/gripper appears briefly while resizing window (Win only) #1741

  1. Resize the Brackets window horizontally or vertically

Result: A native corner-resize gripper flickers visible in the lower-right corner. As soon as you stop moving the mouse, it disappears.

Expected: No native controls become visible while resizing.

I'm seeing this on Win XP. Not sure if it happens on other versions of Windows too.

I don't think this is related to #18, since it's not related to cursors.

I sent a note to Marshall asking about this. You can repro with cefclient easily (in documents with no scrollbars).

Since we upgraded to CEF3.1180.823, this problem is better but still has not fully been fixed. I still see a small rectangle in the lower-right corner flashing while resizing. Previously I saw a handle/gripper image flashing in the rectangle. Now I see a slightly-darker-than-our-background color flashing in the rectangle.

Yeah I'm not seeing it in 3.2171.1902 @redmunds if you're ok with this then let's close it.
