TWP merch offer select

For TWP, each card contains merch-offer-select, which should at minimum have prices as options.
If merch-offer option only has a price, the CTA is generated from the price OSI.

Or do we agree to always require CTA to be configured by GWP? This will make code and feature a bit simpler (because of no magic autogeneration), but will be more work to edit 2 links instead of one.

+1 for Option 2: Requiring CTA as part of merch-offer-select authoring.
Often GWP will need to add some query param, promotion code, or some other configurations either in US or in downstream locales, so it is good to have it there by default.
