Expose locale path to blocks

For commerce needs, we need to map certain umbrella regions to specific locales(e.g: mena_en -> en-DZ) as well as overriding the language code of certains locales (e.g: no-NO -> nb-NO).

Our options:

1. In scripts.js, add an optional property wcsLocale on the locales object with the override values. (small footprint, still not LCP friendly).
2. Expose localeString value below and keep overrides in block code.

Thanks @vhargrave for the quick help, locale.prefix is doing exactly what the option 2 is proposing.
