Add Ubuntu 24.04 to Vagrant Playbook Check Job

The Vagrant playbook check job needs expanding to cover Ubuntu 24.04.

The VPC host version of Ansible, is  2.7.17  , and uses python 2.7.17 on the controller this is causing compatibility issues with the Ubuntu 24.04 Vagrant box as it has python 3.12 as its minimum, so I'll need to investigate a solution to this.
