Jobs sanity.system with openj9 jdk11, jdk16 were cancelled due to exceed the maximum execution time of 360 minutes.

Either need to run in parallel or reduce and only run 1 or 2 key targets from sanity.system which is perhaps the right path for now to 'save' on minutes in total (not just to avoid hitting the single run max minutes)

I guess the reason is more tests are running now as @lumpfish has been working on fixing and re-enabling system tests, which is actually good news.
