I would either state explicitly in the README that endpoint expect bibstems without trailing periods or build in a cleanup that removes any potential trailing periods from the bibstem submitted. When somebody calls an endpoint from a script, based on a bibcode, they're likely to get the bibstem from bibcode[4:9]. So either the "caller" should remove the trailing periods or the journals service should build in this fail safe. Either approach is fine with me.
