Master branch has Apex Unit test failures #894

Describe the bug
When deployed to a Scratch Org the master branch has Apex test failures

To Reproduce
Steps to reproduce the behavior:

  1. Push to a scratch org
  2. Run all tests via Setup menu

Expected behavior
All tests pass

Additional context
Some appear to be related to needing the custom metadata types in the perm sets.

I fixed these now in master.
