I have problem increasing limit and get this error,
Saving settings has failed. (Over quota).

I read that it was unknown in old versions but I have updated version.

Most likely, you're hitting the total quota value called "Tenant space limit" found under System > Files screen of adminpanel. By default it's set to 1000Mb so you can't have total disk quotas of the users exceed it. I recommend setting it to 0, that way you can add any number of users with any quotas set for them individually.
