add issues and pull request templates

Once this repo goes public (hopefully), we’ll need to create some templates to keep things organized. These will help guide anyone opening issues or pull requests, making it easier to understand what's going on and how to contribute.

To-Do:

• Add an issue template for things like bug reports and feature requests.
• Create a pull request template with sections for description, testing, and linking to any related issues.
• Make sure the templates are in the .github/ISSUE_TEMPLATE and .github/PULL_REQUEST_TEMPLATE directories.
