upgrade to python3.12.3 #257

since the latest ubuntu 24.04 LTS use python3.12.3
should this item upgrade to 3.12.3?

Not easy since my upgrade will report:

pyyaml 6.0.0 does has a cpython issue
numpy, numba does not work.
