This match ended in an init error, but Ketroc's log shows it played out for some time: https://aiarena.net/matches/429627/

It appears to me that it happens in games that get timed out for taking too long to run. Here are 3 matches that go 20min+ vs bots that can get to 100+ms per frame

(mindme also mentioned when he uploaded a version of his bot that ran at 300ms+ per frame, it got all initialization_failures)

My suggestion for a fix:
Populate "game time" and "avg frame" rather than leaving them at zero
Generate a replay link
Give these games a timed_out label rather than initialization_failure
Continue cancelling the game and giving no ELO change
