Adapt kwargs for prefect-dask and dask-jobqueue do not work as intended

In my tests, setting adapt kwargs to have different min and max values does not work, and will not increase the size of the cluster to the max value even if there are enough jobs available to do so. At the moment it is best to set the min and max to the same value.
