Enable automated migration of PostgreSQL database.

As a user, I would like to have an easy way to migrate my PostgreSQL database when I get an update of the AiiDA/AiiDAlab container.

Implementing this would require:

• Provide a script that performs the migration of the PostgreSQL database. #44

Hi @yakutovicha, any update on this? I think this becomes kind of emergent since this is the reason that aiida-core docker image not working properly on arm64.
If this update to PostgreSQL 12 and can fix the arm64 issue, we make a new aiidalab-docker-stack release for 1.6.x to replace the broken one.
