Add labels to EC2 build machines. Refactor actions to reduce duplicate start ec2 runner actions.

What

As the title.

I also took the chance to compose the actions, instead of injecting it everywhere.

Happy to take suggestions on what the labels should be.

How

1. Create a local composite action.
2. Inject instance ids within this action. Apply this action where ever EC2 runners are created.

Recommended reading order

1. .github/actions/start-aws-runner/action.yml for the main idea.
2. .github/workflows/gradle.yml for an example. We have to checkout the branch first so the action is available on the local machine.

Connector Generator

• Documentation which references the generator is updated as needed.
