Problem description
Issue #456 set containerd as the CRI for the target cluster nodes, but this has not yet been configured for the ephemeral cluster. Docker is deprecated as a CRI as of v1.20.

Proposed change
Configure containerd as the CRI for the ephemeral node as part of ephemeral cloud-init.
