A clear description of the bug:

When I try to run Photoshop, it gives me an error of an outdated Windows update (screenshot given). I have already tried reinstalling Photoshop, updating the system, installing with and without vdk3d and changing the Windows version in the winecfg panel.

Okay, that seems fine.
Can you run winecfg using your default prefix and then change the Windows version to Windows 10 and then see if you get the same error when running photoshop.
