new watch lists and target creation #22

I was trying to create new watchlists and also manually new targets in the front-end and:

For the individual targets I was filling in all the fields, then creating, and although I did not get any error or warning, no target was created and the lists appeared empty.
For the part of creating a watchlist from a file, I had a problem with the format, and I got the corresponding warning, all well there, but when I changed the format in the file it still did not ingest the list
