Can confirm, this isn't working in Catalina for me either. Also, if you try to open Catalina .car files in Mojave, ThemeEngine cannot render the files correctly.

confirmed this is fixed in latest commit, and is now working in MacOS 10.15

Never mind, I figured it out. Had to change the signing team to personal.
Can confirm, it is working.
