面板重启功能

Description of the feature / 需求描述

很多时候在跨盘复制资源的时候会卡着无法完成，后台占用cpu巨大，如果人在外面，没办法通过ssh连接服务器，需要重启服务比较麻烦，这种长时间占用大量cpu的行为，可能被服务商停用机器。
所以，是否可以在网页面板中加入重启服务的按钮，连接到服务端直接重启？

为什么在外面不能ssh？但是能网页。
而且如果你不用systemd这类服务的话，不好重启，除非在写一个进程拉起alist。
