Describe the bug

I'm seeing what appears to be the app not using the latest CLI version:

  1. feat: use Prettier to write config file, if possible cli#356 & fix: add correct arguments to the formatConfig() call cli#360 should have improved the CLI to respect Prettier config files
  2. fix: remove .all-contributorsrc from .prettierignore JoshuaKGoldberg/create-typescript-app#806 removed .all-contributorsrc in a repository
  3. docs: add conrmahr as a contributor for code JoshuaKGoldberg/create-typescript-app#808 showed the GitHub app not respecting allcontributors

To Reproduce

See JoshuaKGoldberg/create-typescript-app#808.

Expected behavior

I'd have though the GitHub app should use the latest CLI version.

Is it not?
