Convert filters.js if possible

We should have a process that attempts to convert the filters js file to V13. This is part of the migration process.

User Benefit
Filters file will now match V13 docs - making it easier for user to follow them - and it will work.

Steps

• Identify process for identifying samples via GitHub @BenSurgisonGDS
• Identify sample prototypes via Git Hub search for projects cloned @BenSurgisonGDS
• Ascertain (via looking at selection of prototypes) a sample of existing prototypes
• See how they have done filters
• Identify whether easy or harder fix will work on existing sample
• If easier fix - implement
• If not further exploration of harder fix
