Introduce DefaultNotificationFilter

This is a default filter for any notification protocol which receives a notification and sends it those connected peers who don't have this notification.

Should take boilerplate away from other, more meaningful notification filters as they can delegate the default behavior to this filter. Also makes it easy prevent protocols from sending duplicate messages as this can be generic over the protocol.
