This helps to identify the requirements in the installation, and if the test suite should be run under a certain version.

Why the conditial compilation variable is called SQL###.
That name should be changed to something that reflects the need to put blob for arguments instead of xml column directly

I developing a procedure to return the db2 version as an integer value. This allows <, <=, =, =>, > and BETWEEN comparisons.
