Token Limit Issue

I'm trying to summarize large text using 3.5 turbo 16k model but it throws an error.
Error mentioned below.

provider_error
[] is too short - 'messages'

I used open ai tokenizer webpage, it does not exceed 16k token limit & it is higher than 3k.
Can anyone help to fix this issue?
