I don't know if I should file this issue. It seems you have given up old versions of Photoshop, but just for information.
For Photoshop CS3, the last workable version is 1.2.
Starting from 2.0, the error message will be "Error opening dialogue! Please, file an issue and try an older version".

My system info:
OS: Windows 7 Ultimate, Service Pack 1.
Photoshop: CS3 Extended, version 10.0.
