Tracking for Parquet size statistics

There is currently an unmerged proposal for size statistics in parquet format (
apache/parquet-format#197).

Id like to see parquet crate eventually support writing these statistics.

If no one objects, I wouldn't mind taking a stab at this one. apache/parquet-format#197 has merged, and I have a keen interest in using these new statistics.
