[Bug][Go SDK]: Plumb the allowed lateness. It is getting ignored in graphx/translate.go #22474

What happened?

Right now, users of Go SDK can set the AllowedLateness for windows but it gets ignored in graphx/translate.go. It always sets it to 0 instead of setting it from WindowingStrategy.
