Reports Dropdown Overlapped by Toolbar

When creating a new report, the chart/dashboard dropdown appears under the save toolbar.

Expected results

User should be able to see the full list of charts/dashboards

How to reproduce the bug

1. Go to Alerts & Reports
2. Switch to reports
3. Click + Report
4. Click the dropdown under Message Content
