[BUG] ETCD MemberJoin Failed #1271

create an ETCD Cluster with 3 replicas
hscale , set replicas to 4
Observed that

pod-2 restart (get terminated and started)
pod-3 has no role and its kb-agent has logs like

shanshanying assigned shanshanying and leon-inf

leon-inf linked a pull request

that will close this issue

fix: etcd member join/leave #1274
