Restrict secrets/job creation access [security]

• We are using trivy in client/server mode as vulnerability scanner in starboard and noted that the cluster role for the
  starboard operator has cluster wide secrets access and job creation rights.

  helm chart version: 0.10.4

• We suggest to

  • restrict job creation rights only to the starboard namespace and
  • to optionally disable cluster wide secrets access
