At the moment, a whole spec isn't really followed but a varied amount of features from a range of specs. The original intent was support the basics in 2.0. If ZIP64 is added, that bumps to 4.5. If encryption is added, that bumps to 5.2.
All this aside, UTF8 name support puts current at 6.3 and there currently is no minver being set for that.

The UTF8 does set a bit flag which appears to be how 6.3 spec implements it. I do wonder what spec the majority of zip parsers use and if UTF8 should have a minver of some kind.
