State of logs

Description

The logging service should store the state of scopes of each log host.

1. The state of scopes is modified when the log host sends appropriate command;
2. The states are queried when the log viewer sends a request;
3. If a log viewer sends a request to change the log scope state, the logger forward the request to the host and waits until response with the new state, updates the internal information and forwards the states to the log viewer.
