Related issue (if applicable): fixes #21445

Resolves issues related to changing from core 2 to core 3 and Nimble-Arduino to esp-nimble-cpp.

Main things were callback for scan end, and timeouts now in ms not in seconds.

Tested on esp32cam module.

Hears advertisments, and controls EQ3 TRV using BLE connections.
