Can't install 0.0.9 on Raspberry Pi

Hi.
I'm installing py-agender on Raspberry Pi. It seems that dependencies are broken for version 0.0.9:

Above log basically says:
ERROR: opencv-python 3.4.7.28 has requirement numpy>=1.16.2, but you'll have numpy 1.15.4 which is incompatible. and Successfully installed py-agender-0.0.9

How to interpret that? Shouldn't pip fail when dependencies are not met?
