RFC: Check READMEs for Meta sections #29

Proposal:

On every PR, which has a README at the root, ensure that there's a Meta section

Meta

Fail the PR if meta section is not present or is malformed. Mandatory fields count include CI, point people, state, deploy links.

Reasoning

We have hundreds of projects, we need some consistency.

I started work on a scheduler danger/peril#153 so we can run these on a weekly basis
