Add ecdf

There is already an ecdf implementation from xarray-einstats, but the implementation should live here instead, have band computation too and have both base and numba version. However, it might be worth to wait until arviz-devs/arviz#2309 is completely finished so there is a clear place to work, and later on it can be ported here and numbified as necessary.
