Why do we need this improvement?

After integrating the git-vote bot, we need to ping TSC members again and again to participate in the voting, this is very time-consuming process, and may cause delays in the important improvement

Here is the proposal for the notification:

On every 7th day when the voting is started, send notifications to members via Slack Channel and Email to get them to remember to participate in the voting process.

Scenario:

• When the /vote command is executed to start sending notifications to the users
• When the /cancel-vote is executed stop sending notifications to the users.
• When vote finished command is executed by git-vote bot stop sending notification in this case also

How will this change help?

It would increase the speed of the voting process and help to make the decision easily, Otherwise, we have to ping members again and again to participate in the voting process.
