we should talk to the already running Clef instance through the IPC from the node's activation script.

workaround: must restart clef after the bee instance count has been increased: herd restart clef-mainnet.

fixing this properly needed ethereum/go-ethereum#25298 (which is now fixed).

the clef based setup has been obsoleted upstream.
