Currently, clicking on them always returns the user to the All plugins view.

For instance, if the user is on the Inactive view, after clicking on Enable or Disable they should be returned to the Inactive view.

The reason for this is so that the list of plugins on the screen the user is seeing is the same before and after they click enable/disable.

This is consistent with what core does with row actions.
