I'm encountering the same problem described in the linked issue while trying to use this action: aws/aws-cli#6920

It seems like the action needs to be updated to utilize similar changes made here: aws/aws-cli#6476

Workaround: manually install the updated awscli in our actions instead of using this marketplace action.

looks like this is actually an issue with the Github provided runners: actions/runner-images#5493

closing as this action doesn't install the cli.
