Remove prefix client- from documentation generator

We use client- prefix for all clients in AWS SDK for JavaScript (v3).
The utility @aws-sdk/client-documentation-generator is used for generating documentation for clients, and is not a client on it's own.

Rename client-documentation-generator to something else (say util-documentation-generator)

Describe alternatives you've considered

Have an exception for client-documentation-generator

This was noticed while writing script to measure package sizes for clients in #2797
