Describe the feature

Build new Docker containers with Swift 5.9.2 for "min" Swift on the SDK build system, to ensure that latest fixes to Swift 5.9 compiler are used.

Update both the AL2 and Ubuntu containers.

Use Case

To help prevent spurious build system failures.
