Reorder the status.ConditionSet to always have the Root condition at the bottom

Conditions are currently sorted by name which means that the Root() condition will not always appear in the same spot across different object types with different naming conventions. We should always put the root condition at the bottom (similar to how v1.Node puts it at the bottom) so that it's the first thing that appears when scrolling back up with kubectl get <> -o yaml
