We at least need:

math formula
bibliography
something like \section, \subsection and \ref, \cref
no layout-based grammar
(?) integrate with JavaScript+CSS for IDE features in the rendered page

There are some candidates:

BTeX: https://www.bananaspace.org/wiki/%E5%B8%AE%E5%8A%A9:%E7%BC%96%E8%BE%91%E9%A1%B5%E9%9D%A2
Typst: https://typst.app/docs/tutorial/writing-in-typst/ , but it uses a different syntax for math

You don't need \section, you need \label.
