The latest rover agent image for Github uses runner agent v2.302.1 which is deprecated. The runners are not usable anymore.
The Update rover components workflow seems to detect v2.302.1 as latest GitHub runner release, which is not correct. v2.303.0 is the latest and only accepted runner release.

Runner log:

√ Connected to GitHub

Current runner version: '2.302.1'
2023-04-19 04:09:38Z: Listening for Jobs
An error occurred: Runner version v2.302.1 is deprecated and cannot receive messages.
Runner listener exit with retryable error, re-launch runner in 5 seconds.
Restarting runner...

A possible fix for the workflow to get latest Github runner release: #309
