Network Manager Block

This block would ideally do something like:

• Apply a network manager config file when placed into a shared volume or sent to it via a POST request
• The block should have a fallback mode where it backs up the old config and then attempts to apply a new config file, falling back to the old config if it cannot reach the internet with the new config
