  1. Breadcrumb for logged in user should be "BC Registries Dashboard". It redirects to the dashboard, but says "BC Registries and Online Services"

  1. Breadcrumb for logged out user should be "BC Registries and Online Services" and should redirect to the BCROS Main page.

  2. Breadcrumb for staff should stay the same.

See #18115 for an existing bug that affects login detection (but you can work around it by reloading the page after login).
